Question 1:What do I have to do to get a sellers contact info for a phone number?
Question 2. Can sellers raise their shipping cost listed for the item after its sold? Seller also changed his paypal account after refunding us the money the first time.
Question 3:How do I contact Ebay and paypal to get refunds if need be?

As for question 2. I sent the seller a message that I would contact ebay and leave negative feedback. He gives me a sob story about how he was sick in bed and then found out about the shipping cost. He still never contacted me until I contacted him. He is suposidly sending the item out now.

Ive always believed that they tell you a shipping rate at first, just to answer you fast, and then when they get into the post office, find out what the real amount is. So tipical.

If shipping is specifically stated in the auction posting, that is the contractual amount. If the seller is unsure of the shipping cost until a winner is determined, it is up to the seller to state so in the auction description.
If the seller changed a specified shipping amount after the auction ended, report it to eBay and leave negative feedback.
eBay will only provide a seller's email address (which is linked in the auction page). If a seller is not following through, report them.
Paypal has no responsibility for refunds. That is between you and the seller.

Since I have posted this. One seller has shipped the item. No proof of it other than an email. The other item is under investigation through Paypal. I will post the results.

Sad that Joroq says Paypal has nothing to do with refunds considering they chareg to send that money or get that money. But then again Im biased as Paypal still hasn't gotten me my money back from 2 bad ebayers

If the receiver refunds the money, then you get it all back. However, that is up to the receiver (or "seller") Regarding your refunds, paypal says - From Paypal's Buyer Complaint Policy: Personally, I would rely more on ebay safe harbor. The fact one can actually exploit a "buyer compaint policy" through paypal is a bonus. Paypal may have been the money transaction method, but buyer protection through ebay should help out.

OK the results from the other buyer: Her email was blocking everything Ebay related. She atempted to track the package. No luck. If I don't see the item by Friday she is going to send another. I was able to contact her through Paypals protection program.
I will post updates as they happen.

Look under the help section...there is a buyers tab and it will direct you how to fill out the form...
Paypal will actually refudn your money if you bought the protection plan and if the seller has an active account...sometimes they will d it even then....I shipped something to a guy who never left me feedback or contacted me to tell me he never received his package...on the 91st day after the auction had cloed and no feedback could be left he filed that he never received his package with Paypal and disputed the charge...they took the money back out of my account, since I only had teh sales receipt. I ship everything with a tracking number now....
The guy got the figure, and a refund, and I was able to leave no feedback.
But Paypal willintervene if you dispute the charge, due to not receiving your merchandise. They are obligated to do that. The seller has to provide proof that an item was shipped and it has to be a tracking number of some sort...receipts don't work....
